I would look at his refusal to reduce his official duties as mistrust in the crown prince, not deep trust. Anyone else thinking along the same lines?

His health hasn't been the best in recent times, so perhaps taking easier would be better. I can't think why this would be a problem for the Agency... Surely, a replacement in the form of the Crown Prince could be found for most of the lest important duties.

In Japan a similar change in the succession law was suggested some years ago before Prince Akishino's son was born, but it was strongly opposed by conservative diehards for whom male primogeniture seems to be regarded as sacrosanct. In the view of some observers these diehards (including some officials in the Imperial Household) have hardly yet come into the 20th century let alone the 21st century.
