Let's see what the investigation reveals before we toss around phrases like "horrific war crime."  Were the shepherds associated with the rocket attacks?

These type of incidents happen in war.  Should they be reported - Absolutely.  Many times they are not.
My father volunteered with his small boat to go to Dunkirk, and on return joined the crews called " Churchill's Pirates". RNVR/.  Many books written about them.  They were armed trawlers, manned by experienced fishermen, masquerading as trawlers but keeping our home waters free of mines and attacking E boats.  Long after the war he told us of a German airman who has been shot down and had swam to the trawler for rescue.  A member of the crew, British, grabbed the fire axe to cut off his hands tryng to get a grip to be pulled in.  He was stopped.

That was never reported.  Perhaps the fact that the man had lost his family a while before due to the coastal bombing may have been some sort of justification.  But in cases like this it is better to " Judge not,  for fear that thee be judged".
