Has Prince Andrew ever made a speech in the House of Lords?

It depends what you mean by a speech. Andrew took his seat in the House of Lords after he became Duke of York, watched by relatives. During the ancient ceremony he recited the oath of loyalty to the Sovereign that all MPs have to undertake. Apart from that I don't believe Andrew has ever spoken in the Lords, certainly not in the reformed chamber.
