IMHO the Lindo Wing been the choice for many mothers (private citizens and public figures) as it offers privacy and security.

Should Meghan choose to deliver her baby there, she'll be joining a long list of BRF mothers.

Reportedly the Sussexes have hired a doula to assist Meghan through her pregnancy and labor/delivery. Not to be confused with a midwife, as a doula doesn't participate in the actual  delivery  however provides support and comfort to the mother.

oh God, surely that is an American thing.  I would say she was always meant to have it at the Lindo,  its set to cater to celebs and royals and its near KP.... So I doubt if near Frogmore was ever likely....
