It was themed on the national dress of the 17th century (1600s).
Yes Nicholas II was very much a Pan-Russian, as his father had been. It became very fashionable among the elites in the late 19th century to show interest in the traditional Russian culture and way of life before Peter the Great had forced boyars to shave their beards, adopt western dress and bring their womenfolk out of virtual purdah. There are many photos of Nicholas and his family in traditional dress.
Moscow was the ancient capital and St Petersburg a symbol of the Francophile culture that had been imposed on Russia. That didn't stop the aristocracy from crowding into St Petersburg during the social season, however and enjoying their balls, concerts and parties, attired in the latest fashions.
