Prince Leopold was the youngest son of Queen Victoria and Prince Albert of Great Britain.

Prince Leopold suffered from haemophilia. His childhood activities were curtailed because of his disease.   
In 1872 Prince Leopold entered Christ Church, Oxford. He studied a variety of subjects and became president of the Oxford University Chess Club.

Prince Leopold was created Duke of Albany, Earl of Clarence and Baron Arklow on May 24, 1881.

In April 1877, when Prince Leopold was twenty-four, Lord Beaconsfield gave him a key for opening Government Red Boxes. Could Parliament have objected to this?

The Red Boxes contain Cabinet papers (with their discussions and conclusions on proposed legislation in summary form) not Parliament's. If Leopold wished to read Parliamentary debates there's always Hansard. And Beaconsfield was PM. No doubt he consulted his colleagues about the gift. And he and the Cabinet knew that the Queen wished Leopold to be her assistant/Private Secretary in the future, so it was an appropriate present.
