I always thought it was just Queen Paola who preferred Italy over Belgium. Italy is her home country, so it is understandable why she is most comfortable there. As for King Albert, he has the same problem as King Juan Carlos with the extramarital affairs and secret children claims in Belgium. I think King Albert decided to live in Italy so he can hide from his guilt.
