Prince Francis Joseph Leopold Frederick (1870-1910) was the son of Prince Francis, Duke of Teck and Princess Mary Adelaide, Duchess of Teck. Francis was a brother of Queen Mary of Great Britain.   
He bequeathed the Cambridge emeralds to Ellen Constance Needham, Countess of Kilmorey.

Prince Francis joined the Royal Dragoons in 1890. He was decorated for his service in Egypt and South Africa.     
He was suppose to have bet 10,000 pounds on the horses. However he did not have this huge amount of money. He was exiled to India.

Other than Princess Maud of Wales. were there any other Princesses that might have been considered as a wife for Francis?

There is no way known that Maud would have been allowed to marry Frank of Teck. Frank was, in the language of the time, 'fast'. We would call him a playboy. He wouldn't have been considered a good match at all for any woman. He gambled on horses, had no money and attracted women too much, or at least those women who like a 'bad boy'. When he left his mother's emeralds to his long term mistress his sister May was devastated. It took some effort to get them back.
