Should Leopold II be considered evil?

I certainly think Leopold II was a crass and unfeeling man. A man who enjoyed a large fortune gauged out of the Congo at the expense of fellow human beings, some of whom were mutilated by Belgian officials and administrators. Leopold said nothing and the misery went on. The wider world wouldn't have known about any of it if it hadn't been for Roger Casement. If Leopold had possessed any humanity he would have investigated. He was an unpleasant individual anyway, made colder and more inhumane by the premature death of his son and heir. An awful husband, uncaring father to his daughters.

It is coincidental that Leopold's wife Queen Marie Henriette has a grandfather who is Leopold II (Holy Roman Emperor) and her spouse is a Leopold II.
