Charles IV (1316-1378) was Holy Roman Emperor from 1355 to 1378.   
He promulgated the Golden Bull of 1356 whereby the succession to the imperial title was laid down.

Charles IV promoted the Czech language to be the official language in Bohemia.

The Golden Bull of 1356 of Holy Roman Emperor Charles IV set out the conditions for succession to the imperial crown. The emperor would be elected by seven electors. Four were secular princes; three were ecclesiastical princes.
