Joseph II aspired to increase the power and efficiency of the state by placing all subjects of the realm, including the Church and the feudal nobility, under benevolent monarchial rule.   
In 1777, he pressed a Habsburg claim to Bavaria following the demise of the childless Bavaria elector Maximilian Joseph.

Upon his accession Joseph II gave his large inheritance to ease the natural debt and ordered his brother to do likewise. He abolished such traditional Catholic traditions as the Rosary.

Emperor Joseph II thought that a monarch should sacrifice everything for the welfare of his people. In keeping with his maxim 'Everything for the people, nothing by the people', he did not think that subjects should be given a voice in the political process.

Joseph II became his mother Maria Theresa's co-regent. He took over the handling of the army and foreign affairs. Joseph's attempt to exchange part of the Austrian Netherlands for Bavaria was undermined by King Frederick II of Prussia.
