The Fabergé frame has a wide border of oyster wave guilloche enamel, mounted in gold with four-color gold floral swags and pierced ribbon crest.
The photograph is of Queen Alexandra of Great Britain.

It's beautiful. Alexandra was one of those women who were enthusiastic about the late Victorian/Edwardian habit of swamping every available surface in rooms, including innumerable small tables, with framed photos, silver boxes, objects d' arte of every kind.

She had a great conduit to the fabulous Faberge of course, with her sister the Empress Marie of Russia being a great admirer of his. The Russian royals were generous gift-givers on birthdays, anniversaries etc.

^ I love Faberge. I really wish I was a millionaire. I'd buy eggs, photo frames, trinket boxes, cigarette boxes even though I don't smoke...!
