Oh come on, if he promised a large donation towards buying it.. but initiating a petition....

I'm lost in translation...I have read his initiative/petition to sign so the council donates a building.

Here is the petition, he says he has been involved with SHOC, the homeless organization around Windsor for a number of years, hence probably some journalists said He will make a donation, when he already has, does, and still is involved?!

This is the perfect way to ensure that love and community trump selfishness and profit as well as being the perfect wedding present for a cool couple. Let's face it, what else can we give them? They must have enough toasters.
