After Prince George, Duke of York had been created Prince of Wales, he believed young boys should wear only kilts or sailor suits.
George wrote to Prince Edward (Edward VIII) at Balmoral: Wear the Balmoral Kilt and grey jacket on weekdays and green Kilt and black jacket on Sunday. Do not wear the red Kilt until I come.

It was a question of identifying with Scotland I believe, something that had begun with Victoria and Albert's love affair with that country. I don't think Edward and his brothers were made to wear kilts south of the border unless they were attending a specifically Scottish occasion.

It's true the boys wore sailor suits when small, but they soon seem to have graduated to those tweedy suits that schoolboys in Britain all wore before the War. William and Harry don't seem to like wearing kilts at all when in Scotland, (only seen a few photos of them in kilts and that was when they were small) in contrast to Charles, who is rarely out of his when at Balmoral!

^^^From looking at photos it seems that every young prince ie: Alexi  Romanov wore one of those sailor suits prior to WWI.   :)

^ Yes, I think people of all classes in virtually every westernised country liked dressing their sons in sailor suits from the age of about three. They were much more masculine than Little Lord Fauntleroy velvet suits, (though Kaiser Wilhelm's wife dressed a couple of her little boys in those)  and weren't as Celtic as a kilt. Every nation was proud of its navy too, especially the British, and the blue or white serge of the suits was also hard-wearing.
